Federal court documents filed Wednesday show that Maxine Edmond Pardo was arrested over the weekend by Haitian officers in the town of Petionville. He is a native of Haiti who became a U.S. citizen in 1989.
Authorities in Raleigh charged Pardo in 1996 with murder in the death of a young boy who died in Raleigh in December 1994.
The federal affidavit said the 44-year-old was issued a new Haitian passport in August 2002 under the name of Leopold Garcia Pardo.
The U.S. Marshals Service filed a criminal complaint Wednesday against Pardo, also charging him with willfully fleeing to avoid prosecution.
